Copies of letters sent by the officer in charge and by a few other officials of the War Records Office to Congressmen, Army officers, other Government officials, officials of State governments, the Southern Historical Society, private individuals, and personnel of the War Records Office, concerning the collection and publication of the records and personnel and other administrative matters connected with the Office. A few of the earlier letters are from the Office of the Secretary of War.

By an act of Congress approved June 23, 1874, $15,000 was appropriated "to enable the Secretary of War to begin the publication of the official records of the war of the rebellion, both of the Union and Confederate armies," and the work was assigned to clerks detailed from the Offices of the Secretary of War and The Adjutant General.
